How to Win the Clash of Civilizations
The key advantage of Huntington's famous model is that it describes the world as it is—not as we wish it to be.

What do the controversies around the proposed mosque near Ground Zero, the eviction of American missionaries from Morocco earlier this year, the minaret ban in Switzerland last year, and the recent burka ban in France have in common? All four are framed in the Western media as issues of religious tolerance. But that is not their essence. Fundamentally, they are all symptoms of what the late Harvard political scientist Samuel Huntington called the "Clash of Civilizations," particularly the clash between Islam and the West.

Huntington's argument is worth summarizing briefly for those who now only remember his striking title. The essential building block of the post-Cold War world, he wrote, are seven or eight historical civilizations of which the Western, the Muslim and the Confucian are the most important.

The balance of power among these civilizations, he argued, is shifting. The West is declining in relative power, Islam is exploding demographically, and Asian civilizations—especially China—are economically ascendant. Huntington also said that a civilization-based world order is emerging in which states that share cultural affinities will cooperate with each other and group themselves around the leading states of their civilization.

The West's universalist pretensions are increasingly bringing it into conflict with the other civilizations, most seriously with Islam and China. Thus the survival of the West depends on Americans, Europeans and other Westerners reaffirming their shared civilization as unique—and uniting to defend it against challenges from non-Western civilizations.

Huntington's model, especially after the fall of Communism, was not popular. The fashionable idea was put forward in Francis Fukuyama's 1989 essay "The End of History," in which he wrote that all states would converge on a single institutional standard of liberal capitalist democracy and never go to war with each other. The equivalent neoconservative rosy scenario was a "unipolar" world of unrivalled American hegemony. Either way, we were headed for One World.

President Obama, in his own way, is a One Worlder. In his 2009 Cairo speech, he called for a new era of understanding between America and the Muslim world. It would be a world based on "mutual respect, and . . . upon the truth that America and Islam are not exclusive and need not be in competition. Instead, they overlap, and share common principles."

The president's hope was that moderate Muslims would eagerly accept this invitation to be friends. The extremist minority—nonstate actors like al Qaeda—could then be picked off with drones.

Of course, this hasn't gone according to plan. And a perfect illustration of the futility of this approach, and the superiority of the Huntingtonian model, is the recent behavior of Turkey.

According to the One World view, Turkey is an island of Muslim moderation in a sea of extremism. Successive American presidents have urged the EU to accept Turkey as a member on this assumption. But the illusion of Turkey as the West's moderate friend in the Muslim world has been shattered.

A year ago Turkey's President Recep Erdogan congratulated Iran's Mahmoud Ahmadinejad on his re-election after he blatantly stole the presidency. Then Turkey joined forces with Brazil to try to dilute the American-led effort to tighten U.N. sanctions aimed at stopping Iran's nuclear arms program. Most recently, Turkey sponsored the "aid flotilla" designed to break Israel's blockade of Gaza and to hand Hamas a public relations victory.

True, there remain secularists in Istanbul who revere the legacy of Mustafa Kemal Ataturk, founder of the Republic of Turkey. But they have no hold over the key government ministries, and their grip over the army is slipping. Today the talk in Istanbul is quite openly about an "Ottoman alternative," which harks back to the days when the Sultan ruled over an empire that stretched from North Africa to the Caucasus.

If Turkey can no longer be relied on to move towards the West, who in the Muslim world can be? All the Arab countries except Iraq—a precarious democracy created by the United States—are ruled by despots of various stripes. And all the opposition groups that have any meaningful support among the local populations are run by Islamist outfits like the Egyptian Muslim Brotherhood.

In Indonesia and Malaysia, Islamist movements are demanding the expansion of Shariah law. In Egypt, Hosni Mubarak's time is running out. Should the U.S. support the installation of his son? If so, the rest of the Muslim world will soon be accusing the Obama administration of double standards—if elections for Iraq, why not for Egypt? Analysts have observed that in free and fair elections, a Muslim Brotherhood victory cannot be ruled out.

Algeria? Somalia? Sudan? It is hard to think of a single predominantly Muslim country that is behaving according to the One World script.

The greatest advantage of Huntington's civilizational model of international relations is that it reflects the world as it is—not as we wish it to be. It allows us to distinguish friends from enemies. And it helps us to identify the internal conflicts within civilizations, particularly the historic rivalries between Arabs, Turks and Persians for leadership of the Islamic world.


But divide and rule cannot be our only policy. We need to recognize the extent to which the advance of radical Islam is the result of an active propaganda campaign. According to a CIA report written in 2003, the Saudis invested at least $2 billion a year over a 30-year period to spread their brand of fundamentalist Islam. The Western response in promoting our own civilization was negligible.

Our civilization is not indestructible: It needs to be actively defended. This was perhaps Huntington's most important insight. The first step towards winning this clash of civilizations is to understand how the other side is waging it—and to rid ourselves of the One World illusion.

Ja svaki dan ujutru (a kad me Victor bas ne vozi kuci drzavnim kolima :mrgreen: onda i uvece) prolazim pored te zgrade 2 ulice od WTC-a gde sad misle da prave dzamiju/mesdzid/spiritual center/whatever.

Mirna ulica u kojoj je i Borough of Manhattan Community College (now CUNY) campus, fake irski bar i neke neugledne radnje, verovatno "front" shopovi neimenovanih sluzbi itd.

Vec nedelju dana ispred paradiraju ludaci sa plakatima za/protiv, pre neki dan su bdenije drzali neki obojeni likovi sa kechicima i kratkim pantalonicama, preksinoc je neki belac isarao ceo trotoar parolama podrske i zaurlavao na prolaznike da zastite preCednika Obamu od fasista itd. Jutros neki covek fotografise zgradu sa suprotne strane ulice. U tri navrata sam video i ekipe televizije a jedan od onih vanova sa 12m visokim mobile TV crew odasiljacem je permanentno parkiran pored Federal Building (poste) tamo.

Do kurca, a bas sam uzivao prolaziti tuda.

     Aug. 19 (Bloomberg) -- Kirsten Heisig portrays a Berlin the tourists don't see: A place where children sell heroin at age 11 and commit rape at 13; where teenagers attack shopkeepers with knives and schools can no longer cope with the violence.
     Until her sudden death in June, Heisig, 48, was a juvenile court judge working in Neukoelln, one of the city's most crime- afflicted areas. Her body was found by police last month, though not until four days after she hanged herself from a tree. She left no note to explain her suicide.
     She had just completed her book, "Das Ende der Geduld"
(The Limits of Patience), published posthumously. The enigmas surrounding her death are partly why her book leaped to No. 1 of Der Spiegel's non-fiction bestseller list. Yet she also addresses issues that gained topicality after news reports about an 11-year-old heroin dealer known as Jamal, caught for the 14th time by police.
     Heisig doles out unpalatable truths in ladles, particularly about sections of Berlin's immigrant population. She describes the families of kids like Jamal: Sprawling, Mafia-like Arab clans who smuggle children via Lebanon to sell drugs trafficked from the Middle East. These clans, described as "stateless Palestinians" yet often of Kurdish-Lebanese origin, operate in what Heisig calls a parallel, "purely criminal" society.
     Kids under 14 cannot be prosecuted under German law. Nor can they be deported, because their documents are taken from them by human traffickers on the plane. The police can only deliver them to unlocked care homes, from which they escape. The inevitable result is that Jamal and his cohorts are back in the underground stations, dealing again, the next day.

                        Serial Offenders

     Neukoelln, Heisig's district of west Berlin, comprises about 300,000 people, 40 percent of whom have an immigrant background. The unemployment rate is about 19 percent; among the families of immigrants, it is twice that.
     Ninety percent of juvenile serial offenders in 2008 were from immigrant backgrounds, with "stateless Palestinians"
accounting for 43 percent and Turks 34 percent.
     Certain patterns recur in the backgrounds of such recidivists, Heisig writes. Boys are often indulged by their mothers and grow up with no parental discipline. Parents -- who may speak little or no German -- dismiss complaints from school about behavior or absence and accuse teachers of racism.
     The child ends up being passed from one school to another "like a hot potato": By the age of 10 or 11 he is hanging out with friends all day instead of going to school, pestering other children for money, then searching them, until finally, the bullying turns violent and victims are beaten and kicked.

                      Indifferent to Values

     "Many young people of Turkish and Arab backgrounds don't take any notice of Germany's rules and laws," she writes.
"They are indifferent to the value system here."
     Muslim families tend to keep their daughters cloistered, so the boys turn to non-Muslim girls for their first sexual encounters. Heisig said she had come across many cases where the girlfriend ends a relationship because of possessive, threatening behavior. Revenge sometimes comes in the form of indescribably brutal rape by the rejected boy and his whole gang, all filmed on a mobile phone, she writes.
     "By the time these youths reach my colleagues and me, so much has already gone wrong in their lives," she writes. "What disturbs me is that we are operating as a repair shop, and an unsuccessful one at that."

                          Benefit Cuts

     Heisig's biggest complaint is that charges against youth offenders can take months to reach court -- by which time, they have forgotten the crime and possibly committed a few more since. In Neukoelln, she introduced an accelerated process by which offenders can be in court in weeks.
     She favors reducing child benefits for parents whose kids regularly skip school, introducing secure homes for children like Jamal who are below the age of criminal responsibility and improving coordination between schools, police and the courts.
     Heisig earned epithets such as "Richterin Gnadenlos"
(Judge Merciless) and "The Terror of Neukoelln." Yet her entire approach was aimed at stopping the 12- or 13-year-olds who appeared before her from showing up again and again -- ultimately an empathetic stance to both the victims and perpetrators. She didn't favor tougher penalties or a lower age of criminal responsibility. She wanted swift, decisive intervention before it's too late.
     Her commitment meant Heisig regularly gave up her own time to consult with community leaders and talk to parent groups, reinforcing the importance of school and language skills.
     Her motivation, she writes in a personal note at the end of the book, was her own happy childhood. "I would like future generations to have the same chances that I did," she wrote.
     It's sad that life got the better of her. Yet Heisig's legacy lives on. Her courage is inspirational, and her Neukoelln practices of accelerated court hearings for juvenile offenders have been introduced citywide.

Проблем је у томе што ти амерички теоретичари нису упознати с чињеницама америчке спољне политике.

Исламисти у Турској су феномен који од 1980-их има логистичку подршку САД управо као контратежа иранском екстремно анти-америчком исламизму. Да ли се враг отео шали не знам али на Балкану имају идентичне интересе и синергију дејства.

Што се тиче Саудијаца, ту је од 1945. наовамо било периода доста добре сарадње њихове и америчке службе, посебно у области Централне Азије, у ферментисању исламистичких покрета против СССР (Бжежинскијеве скице) а можда данас и Кине. За остатак света ћемо тек сазнати касније.

Мени је само нејасно да ли америчка спољна политика свесно игнорише Хантингтона или не? Увек ми је био забаван тај систем где онај што тумачи аутпут не зна за инпут и обрнуто. Сви очекујемо више од светске силе, али авај, њена масивност је уједно и њена кључна слабост.

Нама балканској раји једино преостаје присни загрљај Тел Авива. Лепо нам Бнај Брит шаље позивнице и вала ћемо се одазвати на исте без оклевања...

Sve sto mi zgadjava setnju tom i kojom god ulicom.

Btw. juce su pravili rusvaj tamo ceo dan i jedni i drugi i policija a danas sam prosao i video masu ludaka. Cak i jednog belca, plavih ociju, sa zelenom kapicom i kratkim pantalonicama i papucama. Taj je veselnik nesto zivo divanio sa tamnoputim prodavcem u nekom kiosku a samo sam cuo kako mu ovaj tamnoputi odgovara "they don't understand the Quran".

On je inace genije i toliko je dobar sa citanjem pa i razumevanjem knjiga da je zavrsio kao prodavac u pretrpanom ulicnom kiosku bez AC-a.

Citam Christopher Hitchens-a na Slate-u; kaze da ce buduci "kulturni centar" imati spolja zastave svih islamskih zemalja na svetu, cak i onih koje po Hitchensu nisu "muslimanske" (Malezija, Turska).

On je otprilike kao ti, nesvrstan, za svaki slucaj djonom protiv oponenata, mada mu smeta UN rezolucija islamskog bloka koja bi da kriminalizuje kritiku religije, i konkretno islama. To bi mu malo iskomplikovalo pisanje.


Da li mislis da li izgradnja ovog "kulturnog centra" ima neke sire konsekvence od saobracajnog toka u tvom bloku? Ono mostovi, dvosmerne ulice razumevanja, i tako to?

Много се лако правити паметан и супротстављати се (са мање или више разлога) извиканој екипи по интернет форумаХ. Свеједно, овај манитов онако искрено вјерује да су и Хантингтон, а екстраполацијом и Хирси, потпуно промашили овдје и појавни облик прогласили за суштину.

Јер, колико се мени сновиђа, некакав "сукоб цивилизација" је само пиротехника дизајнирана да прикрије суштину. А суштина је, увијек и без остатка, моћ и паре.

Ко то, ако ћемо право, убире плодове форсирања овог "сукоба цивилизација"? Ја само једну екипу видим, муле и улеме, врх владајуће касте у калифату који се продаје као политички циљ. Кад је џихад, како ћеш о том послу радити без стручне, квалификоване & историјски задужене екипе за чување тековина рево... овај, чистоте вјере?

То у што се однедавно ислам претворио је чиста, чистијата политичка идеологија, ни мање, ни више. Није религија разлог за одбацивање система вриједности западног свијета, гомила ствари у том западном систему вриједности је директна изведеница из елементарних моралних норми искристалисаних у десет (добро-де, неке су су стриктно религијске) Божијих заповијести које би требало да дијеле са нама, јер својатају (и) Библију. И како онда, молићу лијепо, имамо два потпуно, али потпуно супротстављена и међусобно искључујућа система вриједности који, бива, не могу да се помире? Једино ако је један од њих дизајниран да буде потпуна негација оног другог.

То што једног јединог ува на Западу нема да ствари назове правим именом, да нарастајуће трвење ислама са остатком свијета назове политичком идеологијом, је опасна работа. То нијесу религијске разлике, то је бре екипа коју примарно интересује држање своје популације под потпуном контролом. Сукоб са остатком свијета је инструмент, а не суштина. Ка ономад СМрад, врли националиста који је нацију у црно завио? Тако се и ови убише водећи рачуна о муслиманском свијету и њиховим интересима, тако што су их шутнули у кркачину са овом и оваквом Америком? Не чува' тако мене и моје нико никада...

Трање. Са супротстављеном политичком идеологијом се зна што се чини, раскринка се дружина и каже се "да је Цар го". И заврну се славине свакој јебеној држави у којој је на власти екипа која је у идеолошкој завади са свијетом око себе.

Свака религије нужно има, мада је кључна ствар у томе што Ислам никада није претендовао на статус религије, одувек су претендовали на повлашћенији статус свеобухватног систем правила који уређује сваки део живота, укључујући идеолошку, правну, политичку црту. Тиме се обесмишљавала свака помисао стварања секуларне исламске државе. Најприближнији покушаји су бивши и садашњи Баасистички режими: Ирак Садама Хусеина и Сирија Асада где су владајуће групе мањинске (Сунити и Алавити) што их у бити не разликује много (у принципу) од других недемократских режима Блиског истока (као и подједнака употреба ауторитарних метода владавине), осим по томе што су моћ улеме сузбијали инфилтрацијом и кооптирањем истих члановима партије и/или партијске (тајне) полиције.

Kako objasnjavas simbiozu socijalisticke/komunisticke internacionale sa islamskim pokretima?

Komunizam i religija, religija uopste, ne samo islam, imaju slicne polazne tacke. Sta je razlika izmedju religiozne i komunisticke dogme, kad nijedna ne podleze sumnji i diskusiji? U religiji verujes u bezgresno vise bice, u komunizmu u bezgresnost nekoga ko se predstavlja kao primus inter pares, iako svi znaju da to nije. Komunizam staljinistickog tipa je nesto najblize religijskoj apsolutnosti moci bozanstva u modernoj istoriji. Sve, od zivota i smrti do obicnih sitnica zaista zavisi od nedodirljivog svevisnjeg i njegove volje.

Simbioza znaci "isto"?

Pa zato sto je katolicanstvo, koje je skoro svuda u zapadnoj i centralnoj Evropi, kad je komunizam bio relevantan, bilo drzavna religija u mnogo vecoj meri nego sto je to sada (prakticno cela zapadna Evropa je ateisticka ), u komunizmu oduvek videlo pretnju, jer im je jasno da prosecnoj individui ne trebaju dva boga, osobito ako jedan zivi u pojavnom svetu. Borba za mesto pod suncem.  A ja ne vidim da je komunizam i islam nesto posebno blizak. Komunizam je svuda u islamskom svetu nametnut pukom silom, i apsolutno nigde se nije primio kao sto se recimo mentalno primio u Srbiji.

Slazem se da je rivalstvo izmedju katolicanstva i komunizma bilo vezano za teritoriju, odn. isti populus.  To nije slucaj sa komunizmom i islamom - te dve ideologije (Hate je spominjao hipotezu "isto", ja to nisam uopste spomenuo), su usmerene na razlicite populacije/teritorije, i otud vidim da imaju medjusobnu korist od sinergije. Isto kao nesvrstanost i islam - imaju zajednickog neprijatelja, a i zajednicki cilj - redistribuciju kapitala, vlasti, itd.

Nesvrstanost od 4. maja 1980 godine nema smisla. Dotle je, barem za SFRJ, imala itekako. Em je Tito prodavao apsurdne kolicine naoruzanja onim ljudozderima koje je, siguran sam, jos napuckavao jedne na druge, i jos su sve mostove, hidrocentrale, puteve  i sklonista za lokalne diktatore zidale SFRJ firme, em je uspevao da faktickim vodjenjem te povelike grupe budala i odrpanaca sebe stavi na intravensku infuiziju dolara i rublji u trajanju od jedno 25 godina. To je, doduse, besides the point za ovu diskusiju, al' rekoh cisto da napomenem ;)

То је passé, одавно више нема тог биполарног света.

Оно што мене занима је конвергенција интереса исламских покрета и одређених фракција у евроатлантској спољној политици.

Зукорлић има неограничену количину новца коју добија од фондације IHH (Islamic Humanitarian Help), исте екипе која је послала ону хуманитарну флотилу у Газу и иза које највероватније стоје светионици демократије  Арабијског полуострвра с излазом на Персијски залив и пратећим резервама нафте.

Однос свих западних земаља, с часним изузетком Израела, је најблаже речено услужан Зукорлићу. Са њим се амбасадори редовно сусрећу, нико се није жалио због отварања Новопазарског универзитета (који без Статута служи штанцовању диплома уз привремену годишњу акредитацију Мин. Просвете) откако им га је дозволио Ђинђић.

Текстилци све наручују готово из Кине па су поотпуштали радну снагу.  Тргује се дрогом (Рожајац преко гране у Монтенегру је кључни балкански нарко-бос), крадуцка се држава било неплаћањем ПДВ/шверцом преко КиМ или лажирањем пензија (у за те сврхе отвореној филијали ПИО за Пазар + Сјеницу + Тутин), у полицији се запошљавају људи који омогућавају мутне радње. Ај ти мени то појасни. Јасно ми је да нас Запад кеца због Косова, само ми још није јасно који је њихов интерес у томе да дувају у једра лику кога се плаше/мрзе његови, не секуларни већ верујући муслимани Бошњаци итд?

Vec nekoliko dana ispred te jebene zgrade je freak show, cesto i danju (ujutru) u nocu (uvece). Ceo plocnik je isaran parolama i to stalno novim jer se prethodno ispisane valjda izlizu (narod prolazi) ili ih neko pere. Takodje su isarani i zidovi i metalni poklopci na prozorima/izlozima tu i okolo. Jutros sam video jednog ludaka od jedno 70 godina (zove se Stephen, tako je bar potpisao neki plakat podrske izgradnji "mosque" koji nosi; poruku nisam bas do kraja procitao). Deda je belac, mislim Jevrejin (po faci) a obukao je nesto sto treba da podseca na arapsku nosnju, ima belu krpu na glavi koju je pokrio sa dva crna obruca (koje je, sasvim moguce, skinuo sa lustera ili sa farova na kolima) i nosi brojanicu oko vrata. Policijske prepreke od gvozdja su uredno i diskretno shtekovane na dva mesta u toj 100m dugackoj ulici. KOji freak show ovo postaje. Eno gore negde u NY state neka deca pucala sacmarom ispred dzamije dok su ovi klanjali unutra, uhapsilo ih. Sta ti je ljuCki materijal, ne moze a da "optimalno ne iskoristi komparativne prednosti svoje zaostalosti", svi i svuda. Samo da ne zaglavim opet negde.

Zapadna strana Vardara, koliko je meni poznato, je enemy territory. Isto kao i mnoga predgradja Pariza, Amsterdama; NYC establishemnt se cvrsto resio da sledi njihove primere.

Te vriske protiv ove dzamije/centra/whatever otprilike vidim kao vrisak da se bas "ne moramo drzati zakona kao pijan plota", a sto je rubbish point.

Sad, sto animalna imigracija, hmmm otkud oni ovde i zasto (Cui bono? Svakako a 2 beer story in and of itself) zlorabi dostignuca i institute Zapadne (i jedine) civilizacije - e za tu bih temu zamolio Slawena da se nadoveze, da ne bih ja plagirao.
