A Texas man crashed a small plane into a building containing a federal tax office on Thursday after leaving an apparent suicide note on the Internet attacking the US authorities.


Two fighter jets were scrambled out of a nearby airport in response to the incident, which officials said did not appear to be linked to international terrorism.

The plane struck the second floor of the seven story building in Austin, Texas about 10:00 am (1600 GMT) and burst into flames in a massive explosion that forced people to flee out of the windows, witnesses and officials said.

Two people were taken to hospital and one office worker was unaccounted for, but fire officials said they believed everyone else had been safely evacuated from the building, which houses an Internal Revenue Service office.

A federal official who declined to be named identified the pilot as Joseph Andrew Stack and said Stack had set his home on fire before heading out in his personal plane. The official told AFP it was too soon to speculate about his motives.

White House spokesman Robert Gibbs told reporters aboard Air Force One that President Barack Obama had been briefed on the incident.

Gibbs said the crash did not appear to be an act of international terrorism but said it was too soon to determine whether it could be classified as a domestic terrorism incident.

"I am going to wait though for all the situation to play out through the investigations before we determine what to label it," Gibbs said.

The Department of Homeland Security (DHS) was among a host of local, state and federal agencies investigating the crash.

"At this time, we have no reason to believe there is a nexus to terrorist activity," DHS spokesman Matthew Chandler said.

"We continue to gather more information, and are aware there is additional information about the pilot's history."

A rambling suicide note signed by Joe Stack was discovered online that blamed the government for an unfair tax system which he apparently said ruined his life.

The unverifiable note concluded that "violence not only is the answer, it is the only answer."

Stack also maintained a Web site which outlined his anger at authorities, but the site was deactivated shortly after his death. A note from the domain which hosted the site said it was taken down 'due to the sensitive nature of the events that transpired in Texas this morning'.

The writer said he hoped his actions would cause a "knee-jerk government reaction that results in more stupid draconian restrictions (that would make) people wake up and begin to see the pompous political thugs and their mindless minions for what they are."

North American Aerospace Defense Command (NORAD) launched two F-16 fighter aircraft from Ellington Field in Houston, Texas to conduct an air patrol after the crash.

"This response from NORAD is a prudent precaution and consistent with our response to recent similar air incidents," said NORAD spokesperson Jamie Graybeal.

Witnesses said the crash produced a huge fireball, with black smoke billowing out of the structure.

"The building shook, it was almost like an earthquake," a witness named Cynthia who was in a neighboring building in the complex told CNN.

Cynthia and her office mates left the building and saw people running towards the building that got hit by the plane.

"People were on the second floor. They couldn't get out. They were hanging out the windows screaming for help."

Luckily there was a truck from a glass company nearby so people grabbed the ladders and were able to help the people escape, she said.

Claire Cowand was driving to work when she saw the plane fly overhead and veer into the building with its wings on a slight angle.

"There was a huge fireball, a huge explosion," she told AFP. "It was incredible. It was unreal. It was terrifying, actually."

Firefighters were able to contain the blaze after a few hours but said the building had become unstable, hampering their search efforts.

Local police would not confirm the reports that Stack was the pilot or that the crash was deliberate but insisted that residents had nothing to fear.

"I can tell you categorically that there is no cause for concern from a law enforcement or a terrorism perspective. This incident is contained. It's under control."

A spokeswoman for the Federal Aviation Authority told AFP that the Piper Cherokee PA28 airplane left the Georgetown, Texas airport at 9:40 am (1540 GMT) and the pilot did not contact air traffic control prior to the crash.
