I would have him go through an agency. He can find apartments for rent on the NYC craigslist or zillow.com. If he can't provide paystubs and references, they will often require a bigger deposit. but with 2-3 months deposit on a place, he will be able to get something at least.
the problem is that evicting people here is VERY difficult so they want to see a previous successful rental.
it can take a year to get somebody legally kicked out

it's optional tho. normally they ask you if you want it at the same time, or when you arrive.
i would just have him paint a picture of stability in serbia... come up with bank records going back a few months showing a history of deposits from his job. make a resume showing work history, etc.
they can't dispute or check on foreign records, so that's good. get them translated too by some agency in CZ because it's cheaper

anybody who can put 3 months down is usually a shoe-in at most agencies. but saying you have 12 months ready to go makes them wonder about your profession if you don't prove otherwise that you are a professional.
you can't tell them you are unemployed, have 12 months rent, and don't want to buy a place.
they're thinking it will be a meth lab.

oh I think it's all about support documentation for this guy.
just put together a portfolio that shows what they are looking for, all in serbian translated with a stamp on top.
bank statements, previous employer proof & paystubs if he has them, etc.
references in the US or elsewhere.

Believe it or not, not everybody who is renting grew up in NYC and they have to take people at face value. if he can prove he's a lawyer with plenty of money, I think he can find a place. going into an agency and saying "I have $100k in cash but i'm unemployed" doesn't work as well.
Our last rental contacted our BG landlady for a reference. I thought that was funny, because it was via email and anybody could have answered that email. But I knew the crazy landlady would enjoy it.
"Hi, my name is Conrad. I'm a Serbian attorney and I just moved here from Serbia. Here are my bank statements, proof of employment documents, and references all translated. I am able to put 1-3 months down on an apartment. Hook me up."
I hate how they all charge $50 to run a credit check and in this guy's place it comes back blank. He should get a refund from any place that charged him.
